This joint resolution nullifies the rule submitted by the Bureau of Land Management titled "Waste Prevention, Production Subject to Royalties, and Resource Conservation."The rule published in the Federal Register on November 18, 2016, addresses waste generated during oil and gas production.
Vote on H. J. Res. 36, providing for congressional disapproval of the rule submitted by the Bureau of Land Management relating to "Waste Prevention, Production Subject to Royalties, and Resource Conservation”. NAM supported this resolution as the underlying regulation, commonly referred to as the Venting and Flaring Rule or Methane Rule, requires additional and costly measures for oil and gas activities on Federal and Tribal lands but fails to accurately account for technological limitations and market realities.
